The Maritime andCoastguard Agency (MCA) has released a brand-new edition of the mandated codeof safe working practices (COSWP).

What’snew?

The code has undergone acomprehensive redesign and modernisation process aimed at improving itsstructure, ensure consistency, and simplify its language. The use of recurringdesign features will facilitate quicker reference and enhance overall clarity andease of understanding. One notable change is the transition of the physicalformat from loose-leaf to bound. This shift is intended to enhance the end-userexperience, eliminate the need for annual manual updates, and provide a morecost-effective and sustainable solution. Industry played a central rolethroughout the review process. Industry focus groups, representing diverse usergroups, were convened to assess concepts of design and address feedback.Further engagement on the proposed adaptation was made with industry throughholding a stakeholder engagement exercise. This collaboration between MCA andindustry effort led to collective agreement on actions required to reform thecode into a new edition.

Product details

COSWP is a comprehensiveset of guidelines and best practices designed to ensure the safety and healthof seafarers working on merchant vessels. It provides practical guidance onsafe working practices and procedures to be followed on board ships to minimiserisks and prevent accidents. It is a statutory requirement for the currentedition of the code to be carried on board all UK ships, other than fishingvessels and pleasure craft. The code contains essential health and safetyinformation, and it must be made available to any seafarer on board the shipwho requests it.

The Maritime andCoastguard Agency (MCA) has released its brand-new addition to the Code ofPractice series which aims to provide guidance and interpretation of therequirements in order to comply with the regulations.

Hearing damage caused byexposure to noise at work is permanent and incurable. Many seafarers areexposed to noise levels at work that may be harmful. This MCA Code of Practicehelps designers, builders, owners and managers of ships comply with theMerchant Shipping and Fishing Vessels (Control of Noise at Work) Regulations2007. Based on HSE guidance relating to the Control of Noise at WorkRegulations 2005, it has been updated in line with changes to relatedlegislation, technical advances and experience. It covers:

1.Legal duties of employers

2.Control of risks from noise

3.Practical examples of noise control

4.Hearing protection

5.Health surveillance

6.Selecting quieter equipment

The relevant text fromthe Noise Regulations is set out in full with practical guidance underneath.Key points and warnings are highlighted, together with case studies and workedexamples.If employers comply with the Noise Regulations and follow the Maritimeand Coastguard Agency’s guidance,employees areunlikely to develop advanced (disabling) stages of hearing damage.

Those primarily affectedby noise regulations will be operators and managers of ships and fishingvessels and other marine craft, including yachts, work boats, etc. registeredin the UK on which workers are employed.

This guidance is alsoaimed at people who advise employers, such as health and safety professionals,noise specialists and occupational health professionals.
